What it does
Forecast lets you activate an ability from your hand, but only during your own main phase and only once each turn. You pay the cost and reveal the card to use the effect, then it stays in your hand—you're essentially "casting" a small spell off a card you haven't played yet. It's an older mechanic from Dissension, tied to a few specific cards.
The common mistake: you can only activate it during your own main phase, never on opponents' turns or in response to something, and never more than once per turn. You also have to reveal the card, so opponents see it. The card itself never leaves your hand from using forecast.
In Commander, it offers repeatable value while keeping the card available to cast later. It's niche—cards like Pride of the Clouds or Skyscribing see occasional play—but the once-per-turn limit keeps it from being abusable.
