What it does
Surge is an alternative casting cost that's cheaper than the spell's normal mana cost, but you can only pay it if you or a teammate has already cast another spell earlier in the same turn. It's essentially a discount for being the second spell out the door.
The most common misunderstanding: the prior spell just needs to have been cast—it doesn't need to have resolved or still be on the stack. It also doesn't matter what that earlier spell was; any spell counts. In multiplayer formats, a teammate's spell can enable it, but standard Commander is free-for-all, so only your spells qualify unless you're playing Two-Headed Giant.
In Commander, Surge rewards stringing spells together in a single turn—rituals, cheap cantrips, or a low-cost commander can unlock the discount. It's a minor enabler that fits storm-style or spellslinger decks chaining plays.
