Why is this card good?
Swan Song is one of the best one-mana counterspells in Commander, period. For a single blue pip you stop the most dangerous spells in the format — most board wipes, combo enablers, removal, and ramp/draw engines are instants or sorceries, and a huge chunk of value generators are enchantments.
The 2/2 flyer you hand your opponent is almost always irrelevant. You're trading one card to deny a backbreaking spell at instant speed; a single Bird rarely matters, and in a deck that wants efficient interaction, that's a trivial cost.
Who wants it: literally any blue deck. It's a staple in cEDH (to protect combos and answer interaction) and excellent in casual control, spellslinger, and any deck that values cheap, mana-efficient counters.
When to skip it: if your meta leans heavily on creature-based threats and commanders, Swan Song whiffs — it can't touch creatures, planeswalkers, artifacts, or battles. In aggro-heavy pods, a more flexible counter like Counterspell or Negate may serve you better.
