Whenever a player attacks one of your opponents, if that opponent has more life than another of your opponents, that attacking player draws a card and you put two +1/+1 counters on a creature you control.

Gameplan
Breena rewards you for politicking combat: encourage your opponents to swing at whoever has the highest life total, drawing cards and snowballing +1/+1 counters onto your board (often Breena herself). You build an oversized flier or counter-matters army while opponents fight each other, then close with a big swing or commander damage.
