What it does

Stagger isn't a standard Magic keyword—it doesn't appear in the official comprehensive rules or on any printed card. If you've encountered it, it's likely from a custom/homebrew set, a fan-made card, or a misremembering of another mechanic (perhaps "Stun" counters, "Skulk," or "Suspend"). If you meant Stun counters: a permanent with a stun counter doesn't untap during its controller's untap step; instead, you remove one stun counter. This effectively makes a creature sit tapped for an extra turn, neutralizing it offensively and defensively. People often forget stun counters interact with anything that untaps the permanent at other times, and that they're removed one-at-a-time. If this is from a specific custom Mythicwyrm card, check that card's reminder text, since homebrew keywords define their own rules.
