The real abilities people are likely thinking of include suspend (exile a card with time counters, removing one each upkeep, then cast it for free), vanishing (time counters that sacrifice the permanent when they run out), phasing (permanents "phase out," briefly leaving the battlefield without triggering leave-the-battlefield effects), and time counters generally. The Doctor Who Commander set leans hard into this flavor.
In Commander, suspend matters for free value and cheating costs, while phasing is great for dodging removal or untapping. If a card says "Timey-Wimey," check its actual reminder text—the function lives there, not in the name.
