The Commander
Allons-y! — Whenever you attack, exile cards from the top of your library until you exile a nonland card. Put three time counters on it. If it doesn't have suspend, it gains suspend.
Timey-Wimey — : Time travel three times. Activate only as a sorcery. (For each suspended card you own and each permanent you control with a time counter on it, you may add or remove a time counter. Then do it two more times.)

Gameplan
Attack each turn to exile the top of your library and suspend a nonland card with three time counters, then accelerate those counters with Timey-Wimey (or other time-counter manipulation) to cast a stream of free spells. Pair The Tenth Doctor with a Doctor's companion for an extra command-zone body, build a low-curve spell-heavy deck so the suspend hits land, and snowball card advantage into burn, big payoffs, or an extra-combat finish.

- Needs to connect in combat to trigger value, so it folds to fogs, removal, and gummy boards

- Suspend exiling lands does nothing, punishing land-heavy or top-heavy curves
- Timey-Wimey at seven mana is slow and only relevant once the engine is online
- Variance: you can exile cards you'd rather not random-cast off suspend

Lower your curve and maximize cheap, individually powerful instants/sorceries so Allons-y! reliably hits castable spells, then add time-counter accelerants (As Foretold, Paradox Haze) and extra-combat enablers to multiply triggers. Push toward dedicated payoffs like Thousand-Year Storm or Underworld Breach loops, and add fast mana (Mana Crypt, Jeska's Will, signets) plus protection (Deflecting Swat, Fierce Guardianship) to keep the Doctor swinging through interaction.
