Why is this card good?
Morphic Pool is a near-auto-include in any Dimir (or Dimir-containing) deck. The whole point of Commander is that you almost always have two or more opponents, so the "enters tapped" drawback is functionally irrelevant — you get an untapped dual that produces both your colors. That's basically a strictly-better Temple or tapland in this format.
It's part of the Battlebond/Commander Legends cycle of "two-player" duals, and you want all of them that fit your colors. They smooth your mana, fix early plays, and never cost you life like shocklands or fetch-shock setups.
Play it in any UB deck — control, aristocrats, reanimator, mill, you name it. There's essentially no archetype where you'd want fewer untapped duals.
The only time NOT to run it: dedicated cEDH builds may prefer fetch/shock/original duals for shuffle and fetch synergies, and 1v1 formats (Duel Commander) where it enters tapped. In normal multiplayer pods, just include it.
