Why is this card good?
Rampant Growth is one of the most-played green ramp spells in Commander for good reason: it's cheap, color-fixes, and thins your deck a little. Fetching a basic and putting it onto the battlefield (rather than your hand) means you net actual mana acceleration, helping you cast your commander or bombs a turn early.
The tapped land is the only real downside, but at two mana you've usually got nothing better to do anyway. It shines in three-plus color decks where finding the right basic matters, and in any green ramp shell that wants consistent turn-2 acceleration.
Who wants it: basically every green deck — Landfall, big-mana ramp (Omnath, Azusa), multicolor commanders needing fixing.
When to skip it: decks running mostly nonbasics (heavy dual/shock-land manabases) get less value, and fast cEDH lists prefer mana rocks or dorks that ramp untapped. If you can run Three Visits, Nature's Lore, or Farseek (untapped duals), those are often slightly better — but Rampant Growth fetches any basic, including off-color splashes.
