The Commander
Whenever you cast a spell, if it's the first instant spell, the first sorcery spell, or the first Otter spell other than Alania you've cast this turn, you may have target opponent draw a card. If you do, copy that spell. You may choose new targets for the copy.

Gameplan
Cast a high volume of cheap instants, sorceries, and Otters, copying each one the first time per type each turn while donating an opponent a card—a small price for free copies. You build value with spell triggers, then close out with copied burn, big X spells, or storm-style payoffs once your mana and rituals come online.

Tighten the spell suite toward efficient cantrips and copyable payoffs, and include protection (Veil of Summer, counterspells) to defend your combo turn. At the top end, build toward a deterministic storm or copy-loop kill to minimize the downside of feeding opponents cards.
