The Emperor of Palamecia // The Lord Master of Hell
The Commander
: Add
or
. Spend this mana only to cast a noncreature spell.
Whenever you cast a noncreature spell, if at least four mana was spent to cast it, put a +1/+1 counter on The Emperor of Palamecia. Then if it has three or more +1/+1 counters on it, transform it.
Starfall — Whenever The Lord Master of Hell attacks, it deals X damage to each opponent, where X is the number of noncreature, nonland cards in your graveyard.
Guide
Gameplan
Lead with The Emperor early as a ramp dork that only fuels noncreature spells, then chain big (4+ mana) instants, sorceries, and artifacts to load +1/+1 counters and transform him into The Lord Master of Hell. Once flipped, attack to burn each opponent for the number of noncreature, nonland cards in your graveyard, often killing the table over a turn or two while you keep slinging spells.
Strengths
- Two-mana commander that both ramps and pressures, recovering quickly after removal
- Starfall scales into a multiplayer wincon with no need for combat damage tricks beyond connecting once
- Izzet has the deepest pool of cantrips, rituals, and big spells to fill the yard and hit the 4-mana threshold
- Rewards a spell-dense build that's resilient to creature wipes
Weaknesses
- The mana from his tap ability can't cast creatures, limiting flexibility
- Needs to cast expensive noncreature spells to transform, which can be slow without ramp
- Starfall requires him to connect, so evasion and protection are mandatory or you get chump-blocked
- Graveyard hate (Bojuka Bog, Rest in Peace) directly shrinks your damage output
- No native card advantage or protection on the front face
Key Cards
- Underworld Breach — Recasts your noncreature spells from the yard to spike counters and refill, while the cards staying available feed Starfall counts after.
- Past in Flames — Flashes back your instants/sorceries for a huge counter-loading turn and keeps the graveyard stocked for damage.
- Mizzix's Mastery — Cheats a giant noncreature spell into play, instantly meeting the 4-mana threshold for a counter.
- Rift Bolt — Cheap spells still count for Starfall, and X/big burn spells trigger the counter while padding the yard.
- Lightning Greaves — Haste and protection let The Lord Master swing the turn he transforms before opponents can answer him.
- Brass's Bounty — Treasure ramp pushes you past four mana on later spells so nearly everything triggers the counter.
Upgrade Path
Prioritize fast mana (Sol Ring, Mana Crypt, Dockside Extortionist) and rituals so more spells clear the 4-mana threshold each turn. Add reliable evasion/protection (Lightning Greaves, Aqueous Form, Whispersilk Cloak) so the flipped Demon always connects, and lean into a graveyard engine (Underworld Breach, Mystic Retrieval) to make Starfall lethal. Tighten the curve with efficient cantrips and tutors like Mystical Tutor to assemble the transform-and-swing turn consistently.

Win Conditions
- ▸Transform into The Lord Master of Hell and attack to deal lethal Starfall damage to each opponent
- ▸Underworld Breach / Past in Flames recursion into a storm finisher like Grapeshot or repeated burn
- ▸Outvalue the table with counters and card advantage, then close with a single big Starfall swing
Archetypes
- Spellslinger — He literally rewards casting noncreature spells and turns your graveyard of spent spells into damage.
- Storm/Combo — Underworld Breach and ritual chains both transform him fast and stuff the yard for a lethal Starfall.
- Control — Counterspells and big board wipes are noncreature spells that build counters while keeping you alive to attack.
- Burn/Spell Damage — Direct-damage spells fill the yard and stack with Starfall to finish multiple opponents at once.
