If it's the second time, each opponent discards a card. If it's the third time, put a creature card from a graveyard onto the battlefield under your control.

Gameplan
Victor turns enchantments and Rooms into a snowballing engine: chain multiple Eerie triggers each turn to surveil, strip opponents' hands, and reanimate the biggest creatures from any graveyard. You flood the board with cheap enchantments, blink/unlock Rooms, and convert that engine into card advantage and free fatties. Win by grinding opponents out of resources while assembling a board they can't answer.
Strengths

Add efficient reanimation targets and fill graveyards with self-mill so the third trigger always has a fat payoff. Round it out with strong stax-light enchantments and protection (Sterling Grove, Greater Auramancy) to keep the engine safe from removal.
