Emperor Mihail II is a mono-blue Merfolk tribal commander that turns your library into extra hand space and rewards you for chaining Merfolk spells. You flood the board with Merfolk while casting off the top, generating 1/1 tokens with each Merfolk cast, then leverage lords and unblockable enablers to swing for lethal. The deck plays as a fast, resilient go-wide tribal aggro/midrange shell.
