Why is this card good?
Godless Shrine is premium fixing for any Orzhov (W/B) deck, and a near-auto-include in two-color and many three+ color decks that touch white and black. The reason it ranks so high is its dual typing: it counts as both a Plains and a Swamp, so it fetches with basic-land tutors like Farseek (no — that's blue/green; think) — more importantly, it grabs from Knight of the White Orchid, Land Tax interactions, and shock-land/fetch synergies that care about land types.
The shock mechanic is the key tradeoff: pay 2 life to enter untapped. In Commander's higher life totals, that 2 life is trivial, and untapped fixing on turn one or two is worth far more than a few points against most decks.
When to skip it: budget builds (it's pricey), or slow, life-total-matters decks where you're getting punished by aggro or symmetrical life loss. Otherwise, if you're in Orzhov colors, run it.
