Why is this card good?
Isolated Chapel is exactly the kind of dual land you want in any white-black deck: it produces both your colors, has no life cost, and only enters tapped early if you have no basics down. By turn 2-3 in a typical deck, it almost always comes in untapped.
It's a staple in Orzhov decks of every stripe — aristocrats (Teysa, Karlov), lifegain (Oloro), reanimator, tokens, and stax/control builds all happily run it. There's basically no archetype that wants WB mana but doesn't want this.
The only real "downside" is the conditional tapped clause, which hurts in greedy three-plus-color manabases running few basics, or in decks aggressively fetching nonbasics. Even then, it's usually fine.
When to skip it: only if you're mono-white or mono-black, or running a fetch-heavy/Triome-heavy base where battle lands or pain lands fit better. Otherwise, it's a no-brainer include — cheap, painless, and reliable.
