Why is this card good?
Talisman of Dominance is premium ramp for any Dimir (UB) deck, and one of the best two-mana rocks in the format.
Why it's great: it accelerates you from three mana on turn two to four on turn three, fixing your colors while doing so. The 1 damage when tapping for colored mana is almost irrelevant in a 40-life multiplayer game — you control when you pay it, and you always have the colorless option for free. That flexibility is what makes Talismans better than Signets in many shells: they tap for mana without needing a separate activation, so they're never "dead" and play nicely with cost-reducers and untappers.
Who wants it: essentially every UB deck — control, reanimator, artifact strategies, spellslinger, and cEDH lists where fast, efficient ramp matters most.
When to skip it: heavily token/go-wide or mono-color decks that don't need fixing, or super-budget builds where a Dimir Signet does nearly the same job. Otherwise, it's an easy include.
