Gameplan
Arwen turns every scry into a +1/+1 counter, so you build a deck flooded with scry effects to grow your board while smoothing draws. You curve out cheap scry enablers, pile counters onto a threat or a wide board, and close with proliferate payoffs, counter synergies, or a big buffed attacker. Her built-in : Scry 2 gives a reliable mana sink in the late game.
Strengths

Upgrade Path
Add more cheap, repeatable scry sources (Sensei's Divining Top, Soothsaying, Sphinx-Bone Wand-style sinks) over one-shot big scries to maximize trigger count. Layer in proliferate (Inexorable Tide, Evolution Sage, Flux Channeler) and counter doublers (Doubling Season, Hardened Scales) to convert triggers into faster kills, and protect Arwen with Heroic Intervention, Lightning Greaves, and counterspells. Top end can include Walking Ballista or Simic Ascendancy as deterministic win conditions.
