Gameplan

Wakka is a GW counters-aggro commander that snowballs: connect in combat to grow Wakka and trigger his end-step ability, dumping +1/+1 counters onto your whole board. Curve out creatures, push Wakka through with evasion, and let the team-wide counters convert into a lethal alpha strike. Any counter placed on Wakka during a turn (combat, proliferate, or other sources) flips the Blitzball Captain trigger, so you want to add a counter every single turn.
