Gameplan
Pir turns every counter-placing effect into an oversized payoff: each time counters go on your permanents, you add one more of each kind. Ramp into proliferate, +1/+1 counter engines, and counter-doubling synergies, then snowball creatures into lethal swings or value engines. With Toothy as partner you also draw a card whenever counters are placed, fueling a value-combo midgame.

Tighten the curve with green ramp (Sol Ring, Three Visits, Nature's Lore) to deploy Pir and Toothy ahead of schedule, and include Craterhoof Behemoth or Finale of Devastation as a deterministic finisher.
